The Private Emission Testing Center Owners Association (PETCOA) remains firm in its commitment to clean air, road safety, and fair play in the motor vehicle inspection and registration industry.
Since its inception, PETCOA has been actively monitoring, documenting, and reporting corruption in motor vehicle registration—specifically the rampant, unchecked practice of “Non-Appearance” (or “No-Show”) registrations.
These illegal operations allow uninspected vehicles, including heavy commercial trucks, buses, and public utility vehicles, to secure registration through fabricated emission test results, bypassing mandatory emission tests and safety checks. These schemes make a mockery of the Clean Air Act and the government institutions sworn to protect public health and road safety, worsening unabated pollution that contributes to health risks and compromises road safety nationwide.
RECENT ANOMALOUS CASES OF NON-APPEARANCE
The non-appearance scheme has evolved from the manual manipulation of test results to computer program-based manipulation linked directly to the core of the LTO registration system. The Land Transportation Office, to its credit in supporting transparency in governance, provided system-transmitted test results that appear regular and innocent in response to PETCOA’s request for an investigation into alleged cases of non-appearance.
A total of one hundred sixty (160) alleged cases presented show strong indications of non-appearance that were nonetheless accepted for registration renewals. Further analysis of LTO official system logs revealed several alarming red flags:
- Non-Existent PMVICs: LTO system logs show fake PMVICs allegedly “tested” the vehicles suspected of “non-appearance”. Entities such as “PVT MVIC Co.” (IT Code 081825), “PMVIC INC.” (IT Code 088125), and “PVT Motor Vehicle Inspection Co.” (IT Code 081825) are neither authorized by the DOTr nor registered with the DTI or SEC.
- Equipment Capacity Violations: Light vehicle inspection facilities were falsely recorded as having tested heavy trucks exceeding 4,500 kg Gross Vehicle Weight (GVW). Some trucks “tested” in these inspection facilities weighed up to 41,500 kg GVW—a physical and technical impossibility under official equipment specifications.
- Fabricated Mileage Data: Scores of vehicle records in official test data lists uniformly displayed encoded mileages of “-1233”. Because every vehicle has a unique, positive mileage, this identical negative value points directly to manual, mass-fabricated data entry by bad actors using fraudulent inspection facilities.
RESPONSES FROM GOVERNMENT AGENCIES
PETCOA lodged complaints on alleged cases of non-appearance and requested formal investigations into these anomalies. Responses from various regulatory agencies reflect the complexity of the issue and the necessity for continued, persistent advocacy:
- Land Transportation Office (LTO): Cooperated by providing system logs of alleged non-appearance cases that appeared non-anomalous after undergoing standard processing through the legitimate LTO system. However, the LTO noted that heavy vehicles tested in a PMVIC should be referred to the Department of Transportation (DOTr) for deeper investigation and sanctioning.
- Department of Transportation (DOTr-ISLES): While the DOTr maintains a mirrored data repository containing real-time video feeds, photos, and inspection logs from authorized facilities, concrete enforcement results on the submitted anomalous vehicle records remain pending.
- Department of Information and Communications Technology (DICT): Through the Cybercrime Investigation and Coordinating Center (CICC), the DICT became involved in investigating non-appearance solicitations posted on Facebook. The investigation is being coordinated with the proper government agencies for the possible resolution and prosecution of Facebook non-appearance solicitors.
A Message to Motorists and PETC Operators
The public will not stand idly by while illegal “non-appearance” schemes undermine clean air initiatives, compromise road safety, and damage the credibility of legitimate testing centers. We encourage the public and our fellow operators to report suspicious registration offers and refuse to patronize online fixers.
We will continue to update our members and the public as ARTA, the LTO, and the DOTr respond to our calls for an immediate, transparent investigation.
Together for Clean Air, Safe Roads, and Integrity in Government Service.
